The government is concerned about the human rights situation in Azerbaijan. Of particular concern are reports of dubious trials and convictions with long prison terms for journalists, opposition representatives, human rights defenders and civil society representatives, drawn to the attention of human rights organizations. Respect for human rights forms a basis for Sweden in all international contacts. The government works actively to promote human rights and strengthen civil society in Azerbaijan and closely follows developments in the country. In bilateral contacts, including through Sweden's embassy in Baku, the government raises recurrent high-profile legal cases with Azerbaijani representatives and emphasizes the importance of respect for human rights. As usual. - - - - Answer to question 2023/24:1035 by Erik Hellsborn (SD) Armenian prisoners of war in Azerbaijan Erik Hellsborn has asked me if, in the event that the USA decides on sanctions against Azerbaijan, might Sweden do the same. The government assumes that Azerbaijan lives up to its international commitments and acts in accordance with international law. The government follows ongoing relevant legal proceedings at the International Court of Justice in The Hague (ICJ). Respect for human rights forms a basis for Sweden in all international contacts. The government works actively to promote human rights and strengthen civil society in Azerbaijan and closely follows developments in the country. The government stands behind HR/VP Borrell's statement on 22 January in which he expresses that violations of Armenia's territorial integrity are unacceptable and would have serious consequences for Azerbaijan's relationship with the EU. In such a case, no action should be excluded, including sanctions. The most important component for creating security and stability in the region is a sustainable peace agreement. The government welcomes the agreements between Armenia and Azerbaijan on 7 December 2023 and 19 April 2024, which included, among other things, the exchange of prisoners of war and the regularization of parts of the border. Question to the Minister of Foreign Affairs regarding Armenian prisoners of war in Azerbaijan In September of last year, Azerbaijani military entered the autonomous Armenian region of Artsakh and took control of the area. What followed has been described as ethnic cleansing as over 100,000 Christian Armenians were driven from their homes. However, not everyone was allowed to leave. At least 90 people are currently imprisoned without having been given a fair trial for their alleged crimes. This has not gone unnoticed in the outside world. In the United States, Congress is now debating whether sanctions should be imposed on Azerbaijan in order to get the prisoners released. With this I would like to ask the Minister for Foreign Affairs: If the USA decides on sanctions against Azerbaijan, would the Swedish government be open to joining in on these?

Question to the Swedish Minister of Foreign Affairs regarding the arrest of Igbal Abilov On July 22, historian and activist Igbal Abilov was arrested by the authorities in Azerbaijan. The official charges against him are treason and the spreading of hate speech, but this is disputed by people involved in Abilov's case. The real motive for his arrest is more likely to be that he belongs to the Talysh minority, and that he is active in the struggle for the group's rights. This is frowned upon by the regime in Baku, which has persecuted the Talishians and attempted to erase their distinctive culture. The arrest is also in line with the generally harsher and more repressive attitude towards the opposition in the country. Since 2022, the number of political prisoners has tripled. With this, I would like to ask the Minister for Foreign Affairs: How does the government view the arrest of Igbal Abilov, and does it intend to present any criticism to the government of Azerbaijan about it?
